
The European Energy Efficiency Fund appointed Pure energy (REGen) Ltd as an Independent Technical Advisor supporting the financing and infrastructure development of a large-scale biomethane project located in the Republic of Latvia. Our role also involves technical due diligence activities during on-site project construction phases, currently in progress.

Technical Due Diligence Site Visits took place in July and December 2025.
As projects move from concept to construction, the role of technical oversight becomes an increasingly important element, providing valuable perspective on construction status through to operations management.
Returning to site during critical stages of the project construction programme allows technical advisors to evaluate how projects respond to emerging challenges, how governance frameworks function in practice and whether delivery remains aligned with the original technical and financial case.
In Latvia, the contrast between the two visits highlighted a clear transition—from foundational civil works and early equipment installation, through to a more integrated phase focused on systems completion, commissioning readiness and operational planning.

A notable observation during client visits has been the importance of a structured delivery programme. Regular coordination meetings, live risk registers and transparent reporting mechanisms are central to maintaining focus and momentum between contractors, suppliers and stakeholders.
While seasonal and weather-related challenges influence overall progress, they were actively mitigated. An experienced on-site EPC management team and clear accountability across the project organisation provided a high level of assurance in the context of project delivery risk minimisation.
Environmental permitting and compliance frameworks are also embedded within the project’s governance structure, with clear obligations around emissions control, monitoring and reporting.

The project’s alignment with EU Taxonomy requirements was also a critical aspect. While final verification depends on operational performance data, the technical controls, environmental safeguards and health and safety frameworks observed on site provided a strong foundation for meeting taxonomy eligibility and “Do No Significant Harm” criteria once operational.
Health, safety and environmental compliance has been a recurring focus during our site visits. Early-stage audits during start-up construction-phase, were noted to address on-site corrective actions and improved site controls.
In our experience, projects that begin operational planning later in project often face avoidable challenges during start-up and operations phases.
